Saint Paul Campus Parking:

On the Saint Paul Campus, students, faculty, staff and guests  are encouraged to park in the ramp. The daily rate is $5.

The Saint Paul Parking Ramp has room for 830 vehicles including 24 handicap stalls.

The courtyard has five regular stalls and one handicap stall in the courtyard for short-term parking (30 minutes or less) available at no charge.

Hours of Operation:

Monday - Friday: 6:30 am to 11:30 pm

Saturday: 6:30 am to 8:30 pm
Sunday: 11:30 am to 11:30 pm

Helpful Hints:

  • You must touch your ID card to the card reader or place it within three inches of the card reader to activate the gates.
  • You may leave your ID card inside your wallet or other carrying case; it should still work from within a thin holder. If it doesn’t, remove the card from the wallet or carry case and touch the card to the reader.
  • If you pull a ticket to enter the ramp, you can still use your ID (Students and prepaid employees only) to exit without an additional payment.
  • Students or employees needing new photo ID cards may obtain one by going to the Saint Paul Campus Library, 2nd Floor Circulation Desk or to the Admissions Office, 1st floor Founders Hall across from Gateway Student Services.

ID cards:

Student fees provide parking access using the Student ID card. Faculty and staff may register for parking to access the ramp via their ID card. ID cards are issued on the 2nd Floor of the Library; duplicate cards are subject to a $10 replacement fee if lost or damaged.

Parking Charges/Payments:

Staff and faculty who elect to park in any Metropolitan State University owned or leased facilities, including, but not limited to: Saint Paul, Midway, MCTC, Hennepin Technical College, Normandale and the Dental Clinic, must pay for parking per Minnesota state statute and Minnesota State policy.

  • Faculty and staff need to register using one of three parking options:
    • Resident Faculty and Staff who choose to pay via payroll deduction (.pdf); $18 per pay period for full-time faculty and staff.
    • Resident Faculty and Staff who choose to pay on a semester by semester basis (.pdf): $156 per semester.
    • Community Faculty parking registration payment form (.pdf):  pay a rate based on the credits they teach at $12 per credit.
    • Part-time faculty and staff pay a prorated amount; full-time is considered 75 percent or higher.
    • Students pay a parking fee of $12 per credit.

Once your parking registration form is processed, your new ID card will be activated to allow for ramp access on both the Saint Paul and MCTC campuses.

Handicap Parking:

Handicap parking is available on all campuses. On the Saint Paul Campus, employees who have a state-issued hang tag or license plate may park in the handicap designated stalls in the parking ramp (24 spots available). There are also handicap spots in the courtyard surface lot between St. John’s Hall and Founders Hall: one spot is designated for 30-minute parking only; three stalls are reserved for students but require a pass from the office; eight spots are available for longer term parking on a first-come, first-served basis, but require a university parking hang tag. The 7th Street surface parking lot also has three long-term handicap spots available on a first-come, first-served basis and requires a university parking hang tag.

Building Services will issue the University parking hang tags to employees who have a state-issued handicap parking hang tag or license plate and who are registered to park on year-long basis.

Handicap parking spots are reserved for students, or faculty and staff who have paid for parking from Monday to Friday from 7 am to 5:30 pm.

Emergency Code Blue Phones:

Emergency code blue phones are installed in the parking lots of the Saint Paul Campus.

They are located:

  • Seventh Street parking lot north of St. John's Hall

  • Library's main east parking lot

  • Multiple locations in the Ramp and the south parking lot of the ramp

These emergency phones have one panic button that when pressed dials directly into the safety officer's cell phone for emergency related calls only. These phones DO NOT make other calls.

Parking Violations on the Saint Paul Campus:

  • As a courtesy to our neighbors, please do not park in front of homes around campus; off-street parking is limited for local residents. If you have any questions, please call the Parking Operations Coordinator at 651-793-1731.

  • Parking violations will be issued to violators parking along yellow fire lanes within the center courtyard, parking for more than 30 minutes in the center lot spots designated for drop off and pickup, not displaying a parking permit when parking in the Seventh Street lot, and for expired or misused permits.

  • Citation Payment

Payment of citations is to be directed to the Cashier's Office and requires a copy of the citation. Payment is due 14 day from the Date of Issuance (date is written on the citation by the issuer) or a $20.00 late fee will be added.

  • Citation Appeal

To appeal the citation, complete the Parking Citation Appeal Form (.pdf).

  • Failure to pay citation could result in:
    • Loss of the use of the parking ramp or lot
    • A vehicle being immobilized or towed
    • College administration sanctions
    • Violations during the same semester:
      • A second violation will result in doubling of the fine.
      • A third violation will result in tripling of the fine.
      • A fourth violation will result in a tow at the owner's expense and loss of parking privileges at the university.
