Save the date for the annual Understanding and Responding to Mass Incarceration (URMI) conference!

Through powerful keynote speakers, engaging panelists, and inspiring breakout sessions, URMI 2026 will tackle a surprising exception within the Thirteenth Amendment to the U.S. Constitution—sometimes referred to as the "Slavery Clause"—that allows slavery and involuntary servitude to be used as punishment for individuals convicted of a crime. This dehumanizing exception has allowed for various forms of forced labor and enslavement to persist throughout the U.S. prison system to this day.
