Section 1. Purpose
Metropolitan State University (Metro State) is committed to maintaining a safe, inclusive, and respectful learning environment. This policy prohibits hazing in all forms, and the accompanying procedure establishes reporting procedures, disciplinary actions, and prevention efforts to protect students and uphold institutional integrity.
Section 2. Definitions
Hazing: Any intentional, knowing, or reckless act committed against another person, regardless of the person’s consent, in the context of initiation into, affiliation with, or maintaining membership in any student organization that:
- Endangers the physical, mental, or emotional well-being of an individual.
- Includes coercion, abuse, or humiliation.
- Violates local, state, or federal law.
- Hazing includes but is not limited to:
- Criminal Violations: Actions that result in law violations (e.g., harassment, false imprisonment, or theft).
- Physical Abuse: Whipping, beating, striking, branding, exposure to extreme elements, or forced physical activity.
- Psychological Abuse: Sleep deprivation, forced isolation, extreme embarrassment, intimidation, or degradation.
- Sexual Misconduct: Coercion or force to perform sexual acts.
- Substance Abuse: Coerced consumption of food, alcohol, drugs, or other harmful substances.
Learning Environment: Refers to all physical, digital/online locations, contexts, and cultures in which students learn.
Section 3. Policy
This policy applies to all University-controlled properties and sponsored activities, including off-campus events associated with student organizations and virtual classes and events. It also applies to all: students, student organizations, employees, and visitors of Metro State.
Section 4. Authority
This policy is issued in accordance with MinnState Board Policy 3.6 (Student Conduct), Minnesota Statute 135A.155, and the federal Stop Campus Hazing Act (2024).
Section 5. Effective Date
This university policy shall become effective upon signature by the president (no later than June 30, 2025) and shall remain in effect until modified or expressly revoked.
Section 6. Responsibility
The Vice President for Student Success, in conjunction with the Security Director, is responsible for implementation of this policy.
Section 7. Review
This policy shall be reviewed every three years or as needed.
