PADM 600 Public Administration Foundations

This course familiarizes students with the historical and contemporary place of government institutions in the United States and the State of Minnesota. It provides an intellectual perspective on public administration that traces major theories associated with the field and the political, economic and social context within which they developed. The unique challenges of leadership and management in the public sector is also addressed.

Learning outcomes

General

  • Appreciate the heritage of political and managerial values that affects the theory and practice of public administration in the United States;
  • Identify and analyze the differences and similarities of each of the sectors ¿ government, nonprofit, and for-profit, including how the environment and decision-making processes are similar and different;
  • Understand the development of several major administrative systems and processes of government in their historical context and serve as an overview for future studies in this field: personnel, budgeting, organization, planning, etc.;
  • Examine major issues facing public administrators in light of both traditional and contemporary values and views;
  • Conduct critical analysis of administrative approaches to public service delivery and evaluate ideas presented by noted authors and class peers to begin forming their perspectives in the field of public administration;
  • Consider new forms of administrative practices that have received increasing emphasis in recent years, or are receiving attention today; and
  • Explain the ethical leader¿s roles and responsibilities in the public sector.
